Yakın Geleceğin Diplomasisi



Önümüzdeki dönemlerde diplomasinin çözmesi gereken çok fazla komplike sorun olacak.
Diplomatların çabaları, sadece uluslarının değil, insanlığında geleceğini derinden etkileyecek.
Günümüzde çözülmesi gereken ve biriken sorunlar çok fazla. Bunların bir kısmının geçmişi yüzyıllar öncesine dayanıyor. Bir kısmının ise geçmişi son yüzyıla dayanıyor.

Üretim yöntemlerinin ve araçlarının her değişiminde, temel üretim araçlarını kimin elinde bulundurduğuna göre toplumlarda değişim olmuş.

Günümüzde ve gelecekte temel üretim araçları, "toprak ya da sermaye" olmaktan çıkıyor ve "bilgi"ye göre şekilleniyor.
Üretim yapısı ve toplumsal dinamizmlerde buna göre değişiyor.
Eskiden toprak sahipleri güçlü iken, endüstri devrimi ile sermaye sahipleri onların yerine geçti. Şimdi sermaye de durumunu kaybediyor. bilgi sahibi ve birikimi olanların devri başlıyor.
Gerek ekonomik yapı, gerek ise toplumsal yapılar artık bu gelmekte olan dönemin ihtiyaçlarına göre yapılanmaya başladı.
Ulusalar arası politikalarda bu çerçevede değişecek. Çünkü eski güç sahipleri konumlarını kaybetmek istemez iken, yeni güç kazananlar onların tahtını sallayacak.

Şu anki ve belki önümüzdeki 20-30 yıl sürecek olan bu değişim döneminin sancıları da başlamış durumda.

Dünyadaki kaynaklar tükeniyor ama tüketici miktarı inanılmaz bir hızla ve güçle artıyor. Bu düzeyde bir tüketimi dünya kaldıramayacak.
Bu nedenle özellikle gelişmiş ülkelerin, ellerindekini korumak üzere politikalar geliştirmeleri ve uygulamaları da kaçınılmaz.

Çünkü önümüzde 2 farklı dünya seçeneği var. Bir tanesi gelişmiş dünyanın gitmek istediği, sürdürülebilirliğe dayalı ekonomik model, diğeri ise bu düzeyi yakalamak isteyen ülkelerin tüketime dayalı büyüme modeli.

Gelişmiş ülkeler, bu refah seviyesine ulaşmak için geçtiğimiz yüzyıllarda dünyanın kaynaklarını bolca ve savurganca tükettiler. Bu kaynaklar için aralarında savaştılar. Refahlarının temeli olan bu bolluk için gerekli kaynaklar, ne yazık ki dünyanın kendini yenileme gücünü çok fazla aştı.
Gene gelişmiş ülkelerin ulusal ve çok uluslu şirketleri, yüksek kar marjlarına ulaşmak için, gelişmekte olan ülkelere kendi yaşam değer ve standartlarını da bolca pompaladılar.
Böyle tüketici portföylerini zenginleştirdiler. Gelişmekte olan ülkelerdeki insanlar da aynı tüketim düzeyine özendi.
Fakat tükenen kaynaklar ve aşırı kirlenen çevre,  gelişmekte olan ülkelerin ihtiyaçlarını karşılayamayacağı gibi, kalan son kaynakları ve imkanları da tüketeceği için tüm insanlığın tümden yok oluşuna da sebep olabilir.

Diğer yandan gelişmiş ülkelerin büyük şirketleri, sebep oldukları sorunların çözümü yerine, diğerlerinden daha güçlü olmak amacıyla hala tüketime dayalı devlet ve ekonomi politikalarını destekleyip, güncel tutuyorlar. Çünkü mevcut sorunların çözümü, bir kaç kişinin fedakarlığı ile değil, tüm dünyanın ortak çalışması ve fedakarlığı ile mümkün. Oysa hiç biri fedakarlık yapıp, diğerlerinden daha geride, zayıf durumda kalmak istemiyor.

Bu çerçeve de diplomatlar sadece ülkeler arasında sorunların çözümü için değil, ayrıca tüm ülkeler arasındaki işbirliğini artırıcı ve destekleyici yöntemlerde izlemek zorunda.
Ve yine diplomatlar, uzun vadeli düşünüp, kendi ülkelerinin kısa vadeli çıkarları uğruna uzun vade de insanlığa faydalı olacak anlaşmalara da imza atmak zorundalar.

Elbette bunların çoğu, özellikle güç ve teknoloji sahibi ülkeler ve kamuoylarınca kabul edilmeyecek. Sorunların çözümü işbirliğinden çok çatışmalara dayanacak. Çatışmalar savaş sanayini destekleyen bir çok kişi ve kurum tarafından da çoğaltılacak.
Bu nedenle diplomatlar sadece ülkelerinin değil, ayrıca ulusal firmaların da temsilcisi ve pazarlıkçısı olarak da görev yapmak zorunda kalacaklar.
Çünkü temsil ettikleri toplumun kamuoyları da bu kurumlarca yönlendiriliyor. diplomatların önündeki bir diğer zorlukta, elektronik ortamda hızla evrilen bilgi kirliliği olacak.
Bir çok görüşmenin daha ilk safhalarında, sızan bilgilere göre kamuoylarından gelen baskılara göre strateji değişiklikleri de yapmak gerekecek. Yani pazarlıkları sürdürmek ve geliştirmek çok daha zor olacak.

Bu diplomatların çok daha soğukkanlı ve  kontrollü hareket etmesi ve inisiyatif kullanacak şekilde yetkilerinin genişletilmesi gerektiği sonucuna da ulaşıyor. Kamuoyu hatta hükümet baskısına rağmen, uzlaşmaya dayalı ve tarafların razı olacakları anlaşmalar tesis etmeleri gerekiyor. Çünkü uluslararası arenada hiç bir konu süreksiz değil, bir sonraki görüşmelere de zemin oluşturulması gerekiyor.

Diplomacy of our near future

In the coming periods, there will be too many complicated problems that need to be solved by the diplomacy.
The efforts of diplomats will deeply influence the future of humanity, not just their nations.
There are many accumulated problems that need to be solved today. The history of some of them dates have been based on hundreds of years. Some of them have been based on the past century.
Every change  in production methods and tools has forced to change in societies as depending on who has the basic means of production.
 In today and the near future, the basic means of production are evaluating from being "land or capital"  to "the knowledge".
The production structures and social dynamism  are changing accordingly.
In the past, landowners were strong, the capital owners replaced them by the industrial revolution. Now the capital is losing its position for those who have accumulated knowledge and experience .
Both the economic and the social structures of societies  have begun to be constructed according to the needs of this emerging period.
International politics is changing in this framework. Because the old power-holders do not want to lose their positions, the new power-winners are shaking their thrones.
 The current  (perhaps the ups and downs) period of change, which may continue for the next 20-30 years, have already begun.
 The world's resources are running out, but the amount of consumer is increasing at an incredible rate. The world can not afford to consume this level of consumption.
For this reason, it is inevitable especially for developed countries to develop and implement new policies to protect their hands.
 Because now there are two different economic developing  options for countries. One is the economic model based on the sustainability that the developed world wants to go on. The other is the consumption-based economical growth model for developing countries which want to capture level of developed countries.
 Unfortunately, developed countries have consumed the resources of the world abundantly and savantly in the past centuries to reach this level of prosperity. They fought with each other for these resources.

Unfortunately, the resources needed for this abundance has gone way too far  the earth's self-renewal power.
Because ,the national and multinational big companies of developed countries also pumped their living standards and values ​​to the developing countries in order to reach high profit margins.
By this way, they have enriched such consumer portfolios. People in developing countries were fall into the effort of reaching at the same consumption level.
But exhausted resources and the highly polluted environment can not meet the needs of the developing countries. Also  they may also cause the total destruction of all humanity, since they will consume all the remaining resources and possibilities.
 On the other hand, large corporations of developed countries are still supporting and upholding consumption-based state and economic policies in order to be more powerful than others, rather than solving the problems they cause.
Because the solution of current problems are not possible with the sacrifice of a few people or country but with the cooperation and sacrifice of the whole world. However, none of them want to make any sacrifices for not being weaker than others.
 In this framework, diplomats not only have to follow the solution of the problems between the countries, but also they have to develop new methods of promoting and supporting cooperation between all countries.
And diplomats have to sign agreements that will be long-term thinking and useful for humanity in the long run instead of the short term interests of their own countries.

Of course, most of arrangements will not be accepted, especially by public of countries with power and technology.
The solution of the problems should be much more intense than the cooperation for them.
Conflicts will also be multiplied by many people and institutions supporting the war industry.
For this reason, diplomats should  serve not only as a representative of countries but also a negotiators of their national companies.
Because the public societies they represent are also directed by these institutions by social psychological methods as creating public opinion.
Another challenge in front of diplomats is the rapidly-evolving information which are polluted in the electronic environment.
So many of them will also need to make strategy changes in the early stages, according to the pressures from the public  according to leaked information.
So it will be much harder to maintain and develop bargains.
It is also the result that these diplomats must act much more calmly and in a controlled manner. Their representative powers should be expanded to be enough for using the initiative.
Despite the public or even government pressure, they should establish agreements based on reconciliation and the parties should accept these agreements.
Because there are no discontinuity in the international arena, it is necessary to establish a ground for the next negotiations.
